Answers to Two Questions

Does your sister want her child?
She says that she does, yet does not act like it. Niece stresses her out beyond belief and Sister seems, on the surface, to be lazy about parenting Niece.

Is your sister really beyond hope of ever being a responsible parent?
No. She's not. However, Niece has been in foster care for almost 2 years at this time, and longer if you count the time she spent with me prior to the State's involvement.

Sister needs time to grow up. But Niece cannot wait for her. If Niece could wait 3-5 years, then Sister could be a responsible parent, and that's only a maybe.

So, how is it that she will be eligible to be adopted? Don't her parents have to sign away rights?
